HIV Pre-Exposure Prophylaxis Funding RFP for Greater Minnesota
The purpose of this request for proposals (RFP) is to announce availability of HIV prevention grant funds. MDH is seeking organizations to apply for funding to design, develop, implement, monitor, and evaluate an innovative and comprehensive HIV pre-exposure prophylaxis (PrEP) program to curb the burden of HIV among rural communities at greatest risk of infection.
MDH seeks to make the greatest impact by expanding PrEP services to Minnesotan residents in rural counties where PrEP use remains low and inadequate. Expanding PrEP care accessibility in rural Minnesota will increase demand and use, which is one of MDH’s preventive priorities. In addition, this RFP will continue to support MDH’s Advancing Health Equity Initiative, launched in 2014, to promote health equity and reduce disease prevalence among Minnesotans disproportionately affected by HIV and AIDS.
MDH held two information sessions on Tuesday, Nov. 28 at 2 p.m. CST and Wednesday, Nov. 29 at 11 a.m. CST. The Q&A portions from both sessions have been documented in the Submitted questions and answers section below.

Community Reviewers
MDH is looking for community reviewers for the HIV Pre-Exposure Prophylaxis Funding RFP for Greater Minnesota. Community reviewers are eligible for a stipend. Reviewer tasks and activities will take place in January. For more details, fill out the PrEP RFP Reviewer Application by Dec. 27, 2023.
Increasing Access to Syringe Services Programs for People Experiencing Homelessness RFP
The goal of these programs is to prevent new drug related harms, such as infectious disease transmission and overdose, amongst people experiencing homelessness in Minnesota. We seek to make the greatest impact possible with available state funding by focusing on prioritized populations experiencing the greatest burden of the HIV and overdose epidemics. Funds will be awarded to an organization to expand current syringe service capacity or create a new syringe service program serving people experiencing homelessness.

Submitted questions and answers
Many SSPs (especially those that also have clinical sites) order syringes and associated injection supplies, as well as naloxone/Narcan, from medical vendors such as Henry Schein, McKesson, or Cardinal Health. You could browse those sites for general pricing.
Many SSPs also may order syringe supplies, naloxone/Narcan, and other harm reduction supplies from buyers clubs that are specifically for harm reduction providers, namely The North American Syringe Exchange Network (NASEN) through the Buyers Club Application: NASEN.
For both medical vendors and buyers clubs, generally each ordering organization will get pricing specific to their organization when they set up an account to order, but you may be able to browse these sites for general pricing.
For safer smoking supplies, many purchase from a space called SmokeWorks Harm Reduction out of Boston, MA. For fentanyl or xylazine test strips, some purchase from BTNX or DanceSafe and may be able to get pricing from their websites.
Total Access Group and Global Protection are companies that sell safer sex and harm reduction supplies, as well.
We also recommend, if you have connections with any existing SSPs in MN, reaching out to them to inquire on general cost of the items they purchase for their programming, as they purchase these items much more frequently than we do at MDH and are experts as navigating optimal pricing.
Mpox Prevention Funding RFP
The purpose of this program is to make mpox services more available to decrease mpox transmission and increase mpox vaccination and education, particularly in individuals and communities with the highest rates of new diagnoses. An additional purpose of this funding is to maintain or expand outbreak response activities into sustainable programs to prevent future outbreaks.
We seek to make the greatest impact possible with the amount of available federal funding by focusing on prioritized populations experiencing the greatest burden of the epidemic. The overall goal of these activities is to prevent as many new mpox infections as possible.
